The short version for a Tucson home in late 2026

  • TEP Efficient Home (utility rebate): active. TEP lists up to $720 for a high-efficiency heat pump quality installation and up to $600 for a high-efficiency AC quality installation, plus duct sealing (up to $300), mini-splits (up to $100/ton) and AC tune-up items (up to $160). It is an instant rebate a participating contractor deducts from the job. Source: tep.com/efficient-home-program.
  • Efficiency Arizona (state HEAR rebate, income-qualified): accepting applications under new guidelines. The site lists a heat pump for space heating or cooling at up to $8,000, inside a $14,000 household maximum, depending on income. Households above 150% of area median income are not eligible, and homes that already have a heat pump are not eligible for the heat pump rebate. • Gas-to-electric swaps: the Governor’s Office of Resiliency announced in July 2026 that reservations made on or after September 1, 2026 can no longer be used to replace a gas appliance with an electric one; upgrades must be electric-to-electric. Source: resilient.az.gov (Efficiency Arizona program-changes release).
  • Arizona HOMES / Home Efficiency Rebate (whole-home): not open to applicants as of our check. The National Housing Trust state tracker lists Arizona’s HER application as conditionally approved with no expected launch date.
  • Federal 25C tax credit: ended. The IRS says the energy efficient home improvement credit is not allowed for property placed in service after December 31, 2025. A heat pump installed in 2026 does not qualify. Sources: IRS Energy Efficient Home Improvement Credit page, IRS FAQ on the 2025 law changes.

How to use the rebates on a real proposal

  1. Ask the contractor, before work starts, whether they participate in TEP’s Efficient Home Program. The TEP rebate requires a participating contractor.
  2. Ask them to show the TEP rebate as its own line, deducted from the price.
  3. If your household may be income-qualified, check Efficiency Arizona first. That program assigns its own contractor after eligibility and a home assessment, so it does not stack neatly onto a quote you already have.
  4. Do not count on a federal tax credit for 2026 work. If someone quotes one, ask them to show the current IRS page.

Financing: questions to ask

Many HVAC contractors offer payment plans through a lender. Sabino Creek does not offer financing and does not set terms. If a proposal includes financing, ask for the APR, the term in months, whether any 0% promotion turns into deferred interest if not paid in full, and the total paid over the life of the loan. Compare that with the cash price after the TEP rebate.
